I did some research on this item and found them to be Stork Ribbon Puller/Midwife Forceps from as early as 1790's to the early 1800's...   One article was under Antique Medical, stating Midwives used these, but the real use was to thread the ribbons through Baby's clothing after the birth....This one is very ornate and lovely.... These measures 5" tall, stand upright on a wonderful turtle....  The Stork opens and exposes a bundled coccooned baby in the belly of the stork...  The Beak is flat, not scissors, to use to grasp the ribbons and work them through....  This pair has ORNATE Floral in addition to the highly detailed stork and turtle... Marked inside with German Marks & 800...  One mark appears as the crescent moon and crown, the other appears to be a makers mark...  800 Silver was an acceptable standard for silver in the 1800's in Germany... Gives the stork tool nice strength... In viewing these under a loupe, you can see the detail and hand work... The pin for the eyes shows this was worked by a silversmith...
